I have around $110 in my steam account that I want to get off my inventory into my paypal, I will buy anyone a game for 10% off (you paypal me 90% of the game, I buy and gift it to you).

I havent completely tested this but it might work (I refunded a game once doing this but before I noticed I could return it to paypal I already pressed on refund to steam):
1. Buy a game thats worth more then what you have on steam.
2. You use 99% of the money on steam and the other 1% you pay with paypal or whatever you like.
3. Refund the game and select that you want it back on your paypal or whatever you chose in step 2.
I havent completely tested this but it might work (I refunded a game once doing this but before I noticed I could return it to paypal I already pressed on refund to steam):
