stutter when in tournament mode

when im in tournament mode, i get some weird stutters (shots dont get registered)
when im not in the tourney mode, everything feels normal, shots get registered when they hit, heals dont stutter, everythings fine.
removing prec doesnt help, the stutter still exists.

so is there a problem in my pc or do i need to change some settings?
