Does anyone know if running a WiFi hotspot off of a phone allows for people connected to it to play on LAN? If so, would it use data, even if the people on it aren't accessing the internet, just playing games on LAN?

It'd be close to LAN, as you guys would all be extremely close to the source of the WiFi, but no it wouldn't be LAN. Depending on how many are on the hotspot, the latency will just keep rising even more-so than on an actual router. You will eat your data-plan for an (optimal) 30-50 ping.

so not only would it not work with sv_lan 1 but it would also cost a load? even without using the internet?

i've used my hotspot to play officials before when my internet goes down. since i have unlimited they want to make it so you don't always use your hotspot, you'll start with a nice 30 ping or so but after a few hours you'll be around the 90-100 range. if you play hitscan, it's no biggie though imo.

The way I understand it is that you want to set up a server with sv_lan 1 and then gather up people irl to connect to wifi hotspot from your phone through which they will connect to the setup server. Which imo should work without the need of internet access. I have notebook lying around that I have not yet installed tf2 on, so I will do that, test it for you and write here asap.

2. Why would you need a phone? You can set up a wireless network from any pc with wifi.

I would guess that he doesn't want to make a mess with all the cables and overall carrying additional stuff. And even if he would set up a wireless network from a notebook the question is still the same, he just wants to know if it is possible.

I wouldn't assume anything. Bad things happen if you assume anything.
Like fixing the actual issue within 5 minutes and then trying to figure out why the pc still won't turn on for 6 hours because he took of the front panel and has been pressing the power button on the obviously disconnected front panel.

Thanks. I tried setting a wifi hotspot on my laptop with MyWifiHotspot or something, and people were able to connect to the network yet games on lan didnt work. I say this because I'm at a hotel with friends and we'd like to have a lan party in the lobby at night-- no ethernet cables on us lol. No idea how else I'd get it working off my laptop or phone

Hotspots are meant for pc -> hotspot hosting device -> internet, not pc -> host -> pc.
Set up a simple wireless network on any of the computers. Forget about the phone.

Alright, so I just tried it and it works. You can make hotspot on phone, let everyone connect to it and play together without any need for internet connection. Netgraph on notebook showed 12 ping. Good luck and have fun.

How can I do this? When I search this up, the only results are about hotspots.

You obviously still have to connect all other pcs to it and iirc manually set the IP adress on each pc.

This is correct. Consumer versions of Windows don't have any kind of DHCP server built-in like your router/modem would. Make sure all hosts are within the same subnet (aka. use the same subnet mask) and fall within a network that the subnet mask encompasses.
Settings like the following would allow each PC connected to talk to each other.
IP address: 192.168.1.1-254
Subnet mask: 255.255.255.0
Default gateway: IP of the machine hosting the network.
Keep in mind not all wireless chipsets are going to support broadcasting a network. If not, your best bet is to get a really cheap network switch (that can be found online for $20-30), and connect everyone to it via Ethernet.
