Are mice like the wmo and 1.1a still good enough to compete with more modern mice like zowies and logitechs.

No
Max tracking speed is low AF even when OC'd.
To easy to malfunction. It does compare favorably to older 3090 implementations but compared to modern 3310, 3360, and 3366 sensors it falls flat on it's face.

You can OC the USB port for old mice, it was required on the WMO and also the older G300 and G500 models from Logitech to unlock the max tracking speed because by default they ran with 125 Hz. Newer mice already have 1000 Hz enabled and you don't need to manually overclock the USB port anymore.

That being said: If you are a high sens player you can still use the WMO, it's just that its perfect control speed is only ~1.6 m/s. Overclocking the USB port is also easily possible now ever since joshuastarr paid for sweetlow's driver to be signed, you can find the tool here: http://www.overclock.net/t/1597441/

1.6 m/s isnt too hard to hit but if you use accel its way easier to avoid

Been using an Intellimouse explorer 3 @1000Hz for a few years and never had a problem with negative accel.
using 24cm/360 for tf2 and around 40cm for csgo.

Also if you have a newer processor (Skylake/Kabylake) the mice will not work due to removed legacy usb support. The only way I know of to get around this is to buy the asrock fatality motherboards with the "Mouseport" feature.
I found this out the hard way after building a new pc.

The driver in #6 was not available to me at the time but it might allow the mouse to be used in newer setups without the specific mobo.

You probably hit above 1.6 m/s, but the thing about the MLT04 sensor is that it does not lose track and go bananas when hitting above that speed, the cursor just gets gradually slower. I could even use it at 60cm/360 but a fast turn would end with me not doing a 180° but rather a 100° turn. So even if you sometimes hit above perfect control speed it's probably not too big a deal.
