Scrim is between two teams that are teams and lobbies are between two teams of randoms

tf2 lobby = randoms of different skill levels and not trying usually (usually ugc or open)
scrim = team of 6 people that are relatively same skill level with strats and actually trying to improve (hopefully)

a scrim is where a set roster of 6 players plays another set roster of 6 players that are both participating in a competitive league and are relatively similar in skill
a tf2 lobby is just a 6v6 game where anyone of any skill level can participate

the only difference between the two is that one is a long-term organized team practicing for the purpose of competing officially and the other is just a mock competitive format between random players for those who enjoy it outside of practicing.
