What if capping the second and mid points gave you points for capping them and capping last gave you a lot more. It'd break stalemates because there is more incentive to push.

there's no reason to push in an even uber situation if you're up a round in the current meta
nothing is going to fix that except for really really well designed maps or maps that force one team to push (a/d, payload, koth)

I guess the best idea would be reduce the round times to a couple minutes instead of like 10 minutes, maybe somewhere around 3-4 minutes would be a good start.

Well with the system I suggested in place if the team in the lead refuses to push and the game resets, the other team has a good chance to break the lead if they win that mid.

3CP. It doesn't give a defensive team too much of an advantage and combines the best of KotH and 5CP.
But in all honesty/seriousness, having these dynamic team balances of defensive vs offensive aren't very well suited to the current rules of the game.
The best solution is to have one team always defending and one team always attacking like in AD or Payload. Unfortunately, those modes have their own problems, especially payload.

How about shorter(or not) round timers that don't reset when a point is captured and when it ends the team that has capped mid wins a point and to incentivize the offending team to push capping last gives you 2 or more.
