ive been playing with 1024 * 768 res for the longest time, and i actually kinda enjoy it. but, i noticed the refresh rate on that feels like 60 and not what it should be (should be120hz but feels like 60hz). i tested a res that my monitor res is, which is 1152 * 864. and the refresh rate on that felt smoother and not as choppy. but at the same time, i like my 1024*768 res. is there any reason why my 1024*768 res feels like 60hz (when it should be 120) and why it's choppy af? and how can i fix it?

Probably running through a terrible rescaler/rescaler doesn't deal well with 768->864 (8->9) upscaling.
Try GPU scaling.

im pretty sure there is a tutorial on youtube on how to enable it, as it's pretty s1mple, but if you want, just screenshot your control panel and i can show you which option it is

120hz is the highest, even tho this monitor is shitty, doenst get a really high res, i get 120hz (a little over clocked too).

Can I get a screenshot? Because now you're saying you've been running the monitor at a higher resolution than it actually got and that that feels better than simply running 4:3 (1024*768) instead of 16:9 (1366*768).
