Motherboard: ASRock H170M Pro4S Micro ATX LGA1151 Motherboard
Memory: G.Skill NT Series 8GB (2 x 4GB) DDR4-2400 Memory
Storage: Samsung 850 EVO-Series 250GB 2.5" Solid State Drive
Video Card: Sapphire Radeon RX 470 4GB NITRO+ Video Card
Power Supply: Corsair CXM 450W 80+ Bronze Certified Semi-Modular ATX Power Supply
the system uses 400w btw
so far i checked:
-no loose outer and mobo cables
-power outlets are fine
-replaced psu cable
-switching i/o back and forth
-didnt install any new components
how do i confirm the cause (i dont know how to confirm if the psu is dead or not bc it doesnt have an LED and i dont have any other modern PSU to replace)
edit: when i plug the psu mobo cable back into the motherboard it still makes a faint humming sound if thats any help

boot only with integrated cpu graphics
try it
if not working get a good psu because 450 seems relatively low for a 470 and 6500 but i might be wrong.
550w should be more stable

If you think it's the PSU why not test the PSU? There's a thing called paperclip test.

years ago i had a very similar issue and couldnt really find anything that would cure it. i think my issue came from a defragmented OS, i was running Windows Vista (lol) and eventually replaced with a bootleg copy of Win 7. then i began having the issue of random shutdowns, and increasingly worse odds in being able to turn it back on. i wound up getting another computer before i figured out how to really fix the issue, but im guessing id have to replace the motherboard and or processor at the least, so why spend the money there when i can put it towards a new rig. not sure if this helps, gl with diag

I'm assuming it doesn't boot at all or you wouldn't have suspected the PSU at all. Do the fans start if you try to turn it on?

No it doesnt boot (fans dont start but they worked with paper clip test). i left out cmos battery for 5 min and put it back in. no luck

Wait did you connect fans to the PSU for the paperclip test or are you talking about the PSU fan?
I'm guessing it's the mobo. It should still be within the warranty period.
