Recently I installed mastercom's mastercomfig, and I got this weird issue where my mouse would stop responding for a <2 seconds immediately after being hit by my own rocket while rocket jumping
It doesn't happen any other time such as using the desktop normally, or flailing the mouse on the desktop or in-game, so it can't be a problem with the mouse physically.
I noticed this problem happens more often (and more severely) when sync-jumping
It might be a problem with my network settings, which you can view for yourself here

I don't have any kind of mouse filtering on, just raw input.

Just try the default mastercomfig network settings and try without disabling the queued packet thread.
also it seems like your mastercomfig is out of date, judging from the network settings you do have from the config

I actually had almost a similar problem a while ago, as I was rocket jumping or flicking quickly, my mouse just "didnt respond" for 1sec. I tried different cfg's, resetted all my settings, uninstalled tf2 completely et cetera and even bought a new mouse. Turned out there was something completely fucked with my PC and the only thing that helped was to reinstall Windows completely..

Windows is dumb like that, whenever I have any sort of weird problem I just make a backup of my files and reinstall windows 10
