I mean if everything is in place it should be working.
the path in your tf folder should be tf>custom>*folder you named*>sound>ui and thats where your hitsound.wav should be.
Make sure you have hitsounds enabled. I've also have seen people have a hitsound too quiet to notice as sometimes custom ones are quite quiet so you may have to raise the volume of it using tf_dingaling_volume and if thats maxed it may have to be changed in audacity.
edit: tested the hitsound and worked fine for me so theres nothing wrong with the hitsound itself.

So, did you make sure its a .waw file? I know I had an issue with custom hitsound because for some reason it was .mp3
