how to fix jittering while playing

hey, my internet started jittering while playing tf2 recently and i have no idea how to fix it, its really annoying and causes me to play like shit, does anybody have any ideas on how to fix it?

What config do you use? What's your speedtest.net results? And does this happen in other games?

http://prntscr.com/i8c64c i tested it on this site instead and as you can see the grades there are very shit so my jitter is bad, i dont really play any game other than tf2 so i have no idea if it happens in other games.

its okay right now but it randomly starts happening and the download goes down to 7

i already know its shit, i just have no idea how to fix it or why this is happening because it wasnt happening like 1 week ago
