I usually get 200 fps then it drops to 80 or 90 and it sucks. My cpu and gpu usage never go above 30%. I use comfig fps config. My cpu is ryzen 1600 and gpu is gtx 1070. Is this normal and tf2 just has shit optimization?

use old chris max fps config with dx81, i get 150+fps with that and 90+ with mastercom with dx90+
I have pretty much the same build and similar issues. What worked for me was overclocking the CPU - fixed my unstable frames. It seems it might be a Ryzen/TF2 thing, because a 3rd player, guyehh, also had the same issues.

for me, my fps drops to 90 after i spend like 20 minutes in dm servers and stays like that until i restart the game.
restarting the game puts my fps back where it should be (~200)
this only happens when i join dm servers so maybe this is what youre experiencing

You can also use dx81 with my config, but the difference shouldn't be that much. What preset did you use for mastercomfig?

BTW I found a fix to this : Turn on ryzen balanced power saving mode if you have the latest chipset driver and disable fast boot in bios. Now I get 200+ fps constantly in-game including pubs.
