I got a gtx 970 a few days ago and i noticed that my gpu utilization is very low, at 5% with my normal graphics config.
Before this i had a 1050ti and it was at 15% utilization when playing tf2.
What i have tried:
Install only driver and not geforce experience
Set power settings in nvidia control panel to "High Performance"
Increased the tf2 graphics settings to max = gpu utilization up to 13% but fps are even worse.
Used the lowest possible graphics settings and dx8, gpu utilization at 3% and no fps gain.
Capping fps to 144 (didnt help)
Avg fps in small closed rooms (like a spawn) = 200
Avg fps during high intensity combat (bombing as solly) = 70 with dips to 30s
Overall avg fps is about 110.
I use a 144hz monitor and some of my teammates have 970s and get avg 200 fps overall.
Specs: i5 6400, 8GB RAM, GTX 970, 620W Seasonic PSU, M.2 WD SSD

Yes, your CPU is the most important piece of hardware related to TF2. I don't know much about hardware but your CPU should be powerful enough to get more FPS than that.

Are your fps lower than with the 1050 Ti?

FYI i have a i5 6500; iirc the 6400 is boost clocked to slightly less. I have have a GTX 1060, and I get much higher (double) your frames.

Temps r fine (65*C), clocks up to 3.1ghz although it should clock to 3.3 according to intel. Utilizing 75% of the cpu.

Just downloaded it and wow, i got a 30 fps boost across the board but LOWs still at 60-70 which wont cut it for me. Im using 75% of the cpu.

Check the temperature and clock speed of your CPU after playing a bit. Maybe your CPU is thermal throttling over time.
I used to use a similar rig consisting of an I5 4460 and a GTX970 and got way better fps than you so I'm pretty sure there is something wrong with your system.
The graphics card not being under full load while running TF2 is normal but if you want to be completely sure that your GPU isn't the issue here you can try launching at a lower res and see how many frames you get.

The only way for valve to fix this would be to port the game over to a newer engine which for some reason they are stubbornly not doing despite the fact it would probably make things easier for them in the long run.

Changing the GPU won't change fps in TF2 much. So either your problem existed with the 1050 Ti as well or there is no problem.

Do you have any antivirus or other cpu hungry programs open in the background?
It really doesn't matter if you are using a 970 or 980ti in tf2 because it's a cpu hungry game. I get 200-300 fps using integrated graphics on a ryzen 3 2200g. (that is before my system thermal throttles lol)

(the most important change is setting minimum processor state to 100%) If you don't know how google your OS + high performance power option. Ex. "Windows 8.1 High Performance Power Option"
Using mastercomfig make sure you use the maxfps one, or at least one that disables shadows.
Changing GPU for TF2 and source games in general will not have a fps impact for your game for basically any dedicated gpu released in the last decade. If you change GPUs and your FPS is suddenly worse, it means you're having issues with drivers or major hardware issues or you set your AA settings to something mindbogglingly retarded.
Using the No Hats Mod also provides a decent FPS boost.
