Good FPS but Stuttering

I've been getting stuterings for a while in TF2 now and idk what the fuck to do
ive tried different configs, different nvidia settings, and they keep happening
basically, even if i have 300 fps my game stuters for like a second at random times, in very bad moments sometimes
anyone had similar issues? how could i possibly fix this

Mobo: Asus M5A97
CPU: FX-8350 (Turbocore disabled)
Nvidia Galax GTX 970
RAM: Kingston HyperX 8GB 1866
also i switched to win10 this week but i had the same problem in win7...

OS and tf2 on an ssd might fix it for you, I had the same issue

had the same.
fps was good, but game sluttered every minute.
i had 4gb ram, just bought another 4gb.
4+4=8gb.
sluttering ended.
maybe there's a problem with your ram, try to check it.

kawaOS and tf2 on an ssd might fix it for you, I had the same issue

changing TF2 to a diff drive fixed it, i guess the HDD isnt in a good condition
