I put Win8 on my laptop and hated it, but that was more because the laptop was a pile of shit that lagged even Linux OSes.
But Win8 + classic shell > Win7 if you need a new OS. Just repeating others here, but Win7 is good enough but if you need a new install go for Win8.

Tests I have done have indicated that streaming on windows 8 is faster and easier, though some compatibility issues had to be worked out with my setup.
The biggest differences I noticed were when pushing the system past what I would ever need for streaming, I got around a 10% increase in performance overall. If you can already stream with ease, windows 7 will be more than enough, but if you have a computer that struggles to stream or you want to stream really CPU intensive applications, windows 8 might give you an ROI worth upgrading for.
If you have an OS, and dont need a moderate power increase, not worth it. If you don't have an OS, no reason to not go to 8.
