There was a time when a couple of my friends were arguing in mumble over which operation to perform first - verify or defrag. One said defrag first then verify, the other said the opposite.
I typically verify first, then defrag.

I never thought it really mattered.
I guess if it's really important, verify first to make sure all the files are there, then defrag to organize them.
