Its from the early days of Etf2l where AC admins judged these things case by case in their own way, after two legit people got banned for a year by this (quad and beavern) lots of people protested or went to become ac admins themselves, and the early etf2l ac admins who made the mistakes left, probably after a lot of internal criticism. the alternative that existed back in the time were/ are clients who seem pretty incapable at actually catching people and run like shit or cause more problems
