Is this "DX 10" mod legit?

I've fucked with the settings very hard before and cranked it all the way to 15. I don't think this mod is anything different then whatever I did before.

so the directxsupport.cfg just sets a bunch of graphical options (why?). dxsupport_override.cfg i BELIEVE (don't know much about these) just sets some convars to set when you "use" dx10, 11 or 12

you can already set the ingame hardware dxlevel to whatever number you want with -dxlevel. it means nothing
