I've had a similar bug just not 3 exabytes/s, LOL.

I noticed the bug when Steam said BioShock Infinite's peak download rate was 14MB/s, which is 7 times my normal speed.

steam freezes but the download doesn't, recalculates speed after lagtime and gets a bloated number. really common.
