Lately I've been noticing this screen tearing/blurring problem whenever I binge drink and play tf2
I added screnshots showing the problem

this is just from the home screen which shouldn't be having any problems but obviously something is wrong

this one I don't even know where to start with, like the whole game shifted off-screen from where I'm looking

I'm running:
1.2 ghz Pentium 3
512 mb RAM
Radeon 9800
Windows 98

Any help would be apprectiade, I'm a little drunk rn so pls respond quick! Thanks in advanced
