with the recent unusual update i was wondering if there might be some sort of mod that removes unusual effects
headsfeet doesn't seem to remove every single one, is it maybe tied to the specific hat itself?

jeebsauI quickly made a no unusual effects mod. It works on local servers with itemtest but I haven't gotten to test it on casual servers so it might not work there. Someone smarter than me can take it from here.

iirc jarateking's version of headsfeet with cleantf2+ removes as many as possible, some of the newer ones are left tho
