if you don't get quality options I recommend not using 1080p60. Big percentage of twitch viewers use mobile so that's too high for many of them. If you have quality options it doesn't matter though

The benefits of 1080p don't make it worth the extra CPU and Internet power it requires, especially as you're not partnered your stream isn't guaranteed to have quality options so if people struggle to watch on source quality they're kinda screwed. Either way your maximum bitrate is 6K, and your stream will be a lot smoother with less artifacting at 720p especially since tf2 is such a fast moving game.
I know this isn’t really what you’re asking but it’s 2020 why are people still playing 4:3? it’s awful for viewers and you’re literally putting yourself at an fov disadvantage. Takes like 2 days to get used to 16:9 and 1280x720 basically runs the same as the common 4:3 resolutions.

720p60fps at 4000 kb/s is optimal to be watchable for all ranges of internet connections. higher than 4000 is too much for a lot of people especially on mobile and 1080p is terrible if you don't have quality options enabled on your channel
