The Scout class doesn't need any more free mobility than it already has. Also the Winger is at least as good as the Pistol for finishing hurt players because it does more damage and reloads just as fast.
Winger should be banned.

the winger sucks ass for doing actual damage
edit: to clarify, since it only has 5 shots. If you hit all the shots it's good but overall it's definitely more difficult
