Me and my friend who lives near are having the same issue for about a week, only seems happens with valve's Luxembourg servers, I can join Madrid and Stockholm. Think it's routing issue, tried a fresh install on my desktop and installed it on my laptop and tried from my work's internet, still couldn't connect to lux.
Probably just have to put up with it or use a vpn until it is resolved.

I love skating transition so this was great for me, I thought it's pretty good by Cornwall's standards anyway.
