Can join community servers fine, when I try to join pubs it fails and gives "connection failed after 4 retries" popup.
Have tried disabling my windows firewall, reinstalling, and validating local files.

Me and my friend who lives near are having the same issue for about a week, only seems happens with valve's Luxembourg servers, I can join Madrid and Stockholm. Think it's routing issue, tried a fresh install on my desktop and installed it on my laptop and tried from my work's internet, still couldn't connect to lux.
Probably just have to put up with it or use a vpn until it is resolved.

I had this problem as well. I tried two things to fix it, not sure which one worked, but I can now play Valve servers.
First potential fix was to add the following line to my launch options: +clientport 27006-27014
Which I assume just helps with any routing issues, not sure on the technicality behind it as I just tried it from an old forum post.
Second potential fix I did was to go into my Windows Firewall settings and create a new rule to make sure that hl2.exe was allowed through. (Considering you already tried disabling the Firewall this might not do anything.)
