To shut everyone up about overheating issues, download HW Monitor, play Tf2 for at least 30 minutes, and check your temps. If anything is over 70c in the 'Max' column, post here.
When you said you reinstalled in the OP, was that tf2 or windows?
Can you post your launch options?
Some other things to try:
Update/reinstall graphics drivers
Try an older driver
Disable antivirus when running tf2
disabling hyper threading in your BIOS
In the nvidia control panel,under manage 3d settings, click restore

255 is the maximum value of an 8 bit integer. If any delicate electronics got that hot it would definitely damage it to the point where it wouldn't function anymore. It was probably a broken sensor and 'regular' overheating causing the downclocks.
A 3.5 inch disk spinning at 192000 rpm works out to be 1790 meter rads per second, or 4004 mph. Your hard drive would literally be running at Mach 5.
On a more serious note, have you checked to see if your gpu is entering 3-D mode while in tf2? Sometimes a graphics card can stay downclocked if it thinks that the load isn't high enough to warrant 3-D mode. Your hard drive is waay to slow. For gaming a 1 million rpm HDD is recommended, try looking for something running at 1.5-2 million rpm for optimal performance.

r4ptureFunny enough, I'm having the same issues...but it started when I upgraded to SSDs. Brand new solid state drives and suddenly Windows does these little "freezes", I thought it was only in TF2 at first but I'm seeing it microfreeze for about a second every once in awhile in all my games, flash video, and even when doing a lot of scrolling on webpages. My Linux SSD does the same, but that seems limited to TF2. Still have no idea whats causing it but its making playing TF2 a lot less enjoyable.
If I understand correctly, you have the same issues on both OSs on the same machine? That sounds like a chipset/ssd incompatibility. What chipset are you running? Is the ssd set to AHCI mode in the BIOS?
Run Disk Checkup, use the 'disk self check', report results. 40mb/s write is rather low, 70-120 is what regular HDDs should be getting(even 10 year old ones). What you should be more concerned about is read speed. Anything under 80 MBs sustained read should be concerning. Crystal Disk Mark will tell you your actual read/write speeds.
Actually, the easiest way to tell would be to copy the entire steam folder(from program files) from your main hard drive to your usb3.0 terabyte drive, then run steam from there. If your issues disappear, you've found your problem.
That is an error generated from your mobo concerning CPU overclocking settings. If your cpu is overclocked, its not entirely stable, actually you should use cpuz(and prime95) and see if the overclock settings are actually being applied and not just bypassed after a restart on failed settings.
Do you have another computer on the same network you could try mumble on? If it worked/didn't work it would eliminate alot of possibilities. Mumble has an app for android, you could try it on your phone.
Mumble should not need port forwarding to work. Are you trying to run a murmur server?
The 'Global Port Range' is not really a real term, its some shitty made up thing your router- a motorola NVG510 I think, calls the port forward range. Anyways, whatever your trying to do, just enter the port that you are trying to forward twice. So if I wanted to forward port 64738(the default mumble port) I would enter 64738-64738.

CasualUnderstand the rhythm of your PC, and when it performs best. For instance, I've gotten in the habit of restarting my machine, waiting 10 minutes to launch steam, watching my cpu temperature and usually turning on some additional fans in my room to lower the ambient temp, launching tf2 once I'm at my cpu's comfortable idle temperature, then grabbing an icepack and applying it about 1 minute into the program running. It took me a while to determine one of my main issues was overheating, killing my performance. Especially for those living in scorching, summery climate, it can be very difficult to keep the temperature of your room down to a level that doesn't also give your rig a heart attack. Watch your cpu's temp in relation to your pc, I feel insufficient cooling is a frequent issue, especially for laptop users.
After that you should probably sacrifice a newborn lamb to the sun gods and maybe pray abit. Only if there is a full moon that night though.
On second thought maybe you should clean your shit if your worried about heat that much. That includes applying new thermal compound. If that still isn't working for you your going to have to spend a big $30 and get a better heatsink and/or a laptop cooling pad.
To the OP, to be honest your computer is shit, and you should be happy with the framerate your getting from it. Sure you can spend hours and gimp your game to the max to try to get 5 more fps, but you will never be happy with the performance you will get from your POS pc. Any actual tangible increases now come from spending a little(and by that I seriously mean alittle) money and getting hardware that has been made in the past 5 years. Yes, it is a 7? year old game, no, I don't give a shit if you think you deserve more fps because of that. Buy a $40 used graphics card from ebay, it will help immensely. I had a 9800gt(an old ass gfx card that you can buy for $40 now) and it was getting hundreds of fps at 1080p with the max frames cfg and a good processor. Your cpu is also limiting but the gfx is worse that it atm. If your actually interested in not having a shitwagon for a pc and want to upgrade, I can help you find useful and affordable parts.
