I've always had this, on windows 7 & 8 too, my friend has the same problem, both of us have a similar setup, 144hz main and 60hz secondary, went over to his house to see and it was exactly the same. Don't know what actually causes it tho.

The WiFi Sense part is inaccurate. The feature is enabled by default but explicit permission is required to actually share it. It also feels like people are forgetting that they do need to be within WiFi range to connect anyway - there's a good chance you'd notice their car parked outside...

I think you're forgetting that most people have neighbors, especially people that live in an apartment would have a lot of problems with this although after reading that zned post might not be such a big problem after all, we'll see how it plays out.
in the meanwhile I am not upgrading my main pc from 8.1 to 10
