Yes, it would be the wiser upgrade but also the more costly.

Upgrade the CPU.
TF2 is very CPU dependent so upgrading to a better i5 would help you more than a new GPU, just be careful with the sockets since Haswell uses 1150 instead of 1156 (what your motherboard uses)

Sadly no, it's meant to be an alternative to OBS but I can see someone make an hack to make the built-in encoder work in OBS.
