a lot of people that have trouble with irc will find setting up mumble impossible (source: new players on pug.na and pug.nahl)
i find that atf2 helped a ton in bringing easier access to the irc channels, but we can't really find a good alternative to mumble that makes it easier to install/set up for newer players besides praying they look up a guide or something
even if you make it easier to gather everyone onto one website to play pickup games and stuff on it, you're still going to have to figure out a simple way for everyone to communicate, since in-game isn't the correct choice
why not do cheap desktop + cheap netbook?
if you're going with the tablet route, then windows 8 is probably a great option, since it really favors the tablet interface. depending on your college, you might not be able to torrent while you're at school, because some schools actually monitor the amount of bandwidth you use, and p2p uses a ton of it (unless you're using seedboxes or other stuff). you sound like you don't need anything powerful though, as you only plan to do schoolwork + listen to music, but as someone who is in college, you'll probably want something you can at least play games on in low unless you plan to be out and about all the time in your free time (as the first year or two in college are just really basic courses until you pick a major).
imo if the tablet is right for your needs, then you should pick it up. try one at a store or something to see if you like it, and buy it if it works out. you already have a laptop, and that should be sufficient for college coursework unless you're going to be working on certain cpu-intensive programs like maya or something.
