Unless I'm misunderstanding it it permanently sets core 0 to literally only do TF2. So you probably will want to undo the options when not playing tf2.

The reason it's so difficult to fix these payout issues is because the old saloon was coded by someone other than ourselves, in a language we're not familiar with, and using a strategy for handling the confirmation and transfer of items that we don't endorse. We're working on it but our focus has been to get the new version out the door so that a) the issues stop occurring and b) we can easily fix any issues that might arise.

Probably not happening. That will have been 3 major updates within less than a month. Either Valve has a serious backlog of updates to release, or they're okay with a 6-12 month gap with no major releases after this.

Unfortunately not, the company that owns Saloon does not own ScrapTF. It's out of my control.

We're working with Cherry to figure out exactly what went wrong with the matches in question and sort it all out.

Normally depositing an item -> being recognised is under a minute, depending on how many people are trading / how Steam is operating ATM, it's usually around 10 seconds.
