I'm no tech expert but I've suffered from stutters a lot before, some things to try:
-restarting your pc
-not having any browsers open (or at least not ones with a lot of tabs - check CPU usage on task manager)
-checking your storage isn't too full
-minimising tf2 to check your steam on your taskbar isn't glowing with a notification, if it is just open it to get rid of the notification (edit: this can happen with in-game overlay too, check both)
-make sure you're getting a ton of fps so your game feels as smooth as possible - mastercomfig recommended
-having bad mouse input could also make your game feel stuttery, although if you're fine in quake live that probably isn't the issue

As I said, I'm no tech expert. I have however suffered from stutters a lot in the past and these are things I found to be of help. Hope you find a solution, I know that shit is mad frustrating.

edit: think it probably is crosshair6OL at about 22 scale, which is annoying because it means for all of my other weapons the crosshair is way too small. I know I can bind switching to change the scale, but thats pretty inconvenient - especially since I like to switch weapons with Q. if anyone has any advice or knows of a different VTF which is the same but smaller by default then lmk :)

Besides the email confession, there isn't overwhelming evidence unfortunately (at least of the rape/abuse) - just accusations. If there was overwhelming evidence console wouldn't have had to take down his posts and dashner would be facing legal punishment. awful situation but it's the unfortunate reality.

I'm ignorant when it comes to VR, is this one where you stand up and actually move to move in the game or do you sit down but have a pad or something for movement?
