You can just get an interactive backpack like this, where you can hover over a page number to switch to it, or click and drag an item and use A or D to move pages.

TF2HudPlus has it in backpackpanel.res

I'm assuming if you're new to Linux command line stuff, that includes scripting, so

Open Pico
Add #!/bin/bash or /usr/local/bin/bash or wherever bash is to the first line
then add

mr64bit_for i in `seq 0 255`; do
ping -c 1 192.168.1.$i
done

Save as [script name].sh
chmod +x [script name].sh to add execute permissions (if need be)

Run with ./[script name].sh

Basically add an ampersand (&) before the number/letter you want to use for a shortcut key. If you want to hide the shortcut keys you can make a copy of the buttons with & in front of the labels and move the x and y pos out of view.

Edit: I know that the console command to access is item_loadpreset, but I'm not sure how I'd implement it. "loadout_preset_panel" has no label text, so I don't know if I'd copy and paste that 3 times, and add &a, &b, &c, and &d or what. Any help is appreciated

Railbait #01, where people actually try to work as a team in a 16v16 server. Last I checked, they ran Warpath, Swiftwater, and Borneo, which was a nice change of pace.
