I had to e-mail Twitch support to get them to transfer my old justin.tv account to twitch, they did it in about a day.

Yes, as well as pay league fees.
I've seen some UGC silver 6's players on the low-end of open, but the high end will have ex-invite/IM players as well as seasoned Open veterans.
If you want to improve, skipping UGC 6's and playing in Open (and putting the work in, of course) is the fast track of getting you there. Having a good group to play with is important, and if everyone on the team is open minded and willing to change their playstyle to benefit the team, as well as put the work in (DM/MGE/demo reviews/etc), improvement will come a lot easier.

After one of the previous updates, the uber counter started crashing my TF2 on connect so I removed it. Don't know if that issue was resolved, but I saw that they fixed a client crash relating to the CTF hud so maybe they did fix it.

The "bad inline model number #" error is most frequently caused by either an outdated demo (unlikely) or trying to run a demo on a map version that the demo wasn't intended for (i.e. an updated map file that has the same filename as a previous map file). In-game, it's caused by a static texture (decal) being placed on a dynamic entity (brush).
Which map was this demo recorded on?
Maybe it affects older AMD cards, I have a Radeon R9 270X and have no problems with micro-stutter.
I did have a stuttering problem with my old GPU when it was overheating, I would check temps and maybe let memtest86+ run overnight to eliminate as many variables as possible.
Do you have an extra config.cfg in tf/custom/userstuff/cfg? That can override your tf/cfg/config.cfg file.
