I actually have an idea of how to remove dead time completely (aka. the time left of a 5cp game after one team is 4-0 up like 3 minutes left or something of the sort). Make each cap point give you a set ammount of points for that specific map. My explanation is abit long so appologies for that.
BASIC RULES:
EXAMPLE 1: capping middle gives you 1 point on first mid(because it previously belonged to nobody) > retaking middle from the enemy team gives you 2 points> if enemy continues to push and take points 2nd and/or last they receive 2 points.
Example 2 : the team that lost middle and/or second will receive 2 points for pushing and re-taking the point that belongs to the enemy team.
Uncapped Middle point = worth 1 point
Any Capped Enemy point= worth 2 points
Offclasses alowed at all times=Spy and Sniper on any of the 5 points at all time.
Limited offclasses= Heavy OR Engineer (not both) while holding your own last (for instance if the guy that was on engi swaps to heavy that is okay or vise versa)
Now imagine the following: Each team plays to 50 points(number can be changed it's just the first thing that poped into my head), each starting from 0 ofc, or whoever has the most points after a 30 min game yes rounds will still have the 5 minute reset timer that is implemented HOWEVER if you are the attacker for instance and fail to push out of your 2nd or last in 5 minutes, 1 points will go to the team attacking and the map will reset as it would normaly do when the round timer runs out.
This will fix two things, people will actually stop setting up on lasts or atleast they will be discouraged to unless they are far ahead in the lead and can take the 2 point loss, and dead time will be more or less gone in games that usually end 3-0 or 4-0 as if you push coast to coast (and cap last) on a map that would mean you would have 8 points at the end of it.
Now this is just something that popped into my head as I was having breakfast but as we (ETF2L) are going to be in abit of a 6s drought for the next couple of months I suggest a little to text how this (with modifications) would work and if it's even possible to creat a server config for these rules.
Any suggestions on how to build on to this system are appreciated.

What Opti says makes way more sense than just removing sniper. All offclasses are annoying remove all of them (engie blows) and just play cookie cutter.
