GPU fans run at 100% on boot and then kick into automatic mode and will dynamically set their speed based on how hot the card is. They probably aren't running because they simply don't need to be. Do they run when you're playing a game?

TBH, I don't think you're going to get much better than the HE-400s for solid bass & sub-bass around $200, unless somebody else I'm unaware of is making inexpensive magnetic planars in the same price range. Even the best engineered dynamic driver headphones (i.e. every Sennheiser model) just can't compete below 100Hz. The one thing the Hifimans won't give you is a wide sound-stage, but I'm sure you already know that, having owned a pair. You might look on the Head-Fi classifieds for a well-kept used pair.
