If anything you should be thankful that they even bothered supporting XP and DX8 past 2013.
Yeah except I have a 4670k and a 780 Ti and I don't get 144 fps with a dx9 fps config. That's by no means an antiquated setup. The game is just shittily optimized and removing one of the major ways to get better fps is dumb.
It's called poor optimisation. 300fps for one person 120fps with stuttering for another
maybe they should stop skins giving some players 40fps in DX9 before they try to enforce it

The video was very up to standards but the update itself feels effortless on Valves part. Cutting the map, making the content only available by paying. And since this runs to January 5th I think there isn't going to be a Smissmass update

This is totally unrelated to cl_loadondemand_default 0. To me, this looks like packet loss. Can you run with net_graph 5 and see if it reports loss or choke values other than 0 when this is happening?
Also, if you could try to remove your addons and custom UI stuff (and reset back to default convars) that would give a useful data point. I'm *not* saying that's a solution, merely that it would rule those out.

other very odd things only has 95hrs in TF2 but is a developer for TF2???
He's friends with Valve employees on steam and I contacted the email from another thread which is how he ended up here he's legit
Completely default TF2 seems to provide the same sort of laggy stutteryness but loss and choke don't seem to change from 0. I'll edit in a video into this post when it's uploaded
I'll see if I can record a minute or so of footage with default TF2 and net_graph 5 up on the bottom right and if there's anyone playing at this time
