While TF2 is notorious for getting more and more demanding over time, an i5 should still be able to handle it easily. Reinstalling and changing configs are probably best bets.

So any chance I can get in on this class action lawsuit? I'm poor and want some money. And I want to see ESEA go out of business. Can we start lawsuits in all 50 states? That'd be pretty boss.
Also, I'll be changing my bank passwords and such tomorrow, now that I've uninstalled the ESEA driver. If you are security minded, it is the responsible thing to do. No telling what got captured/uploaded by the backdoor. I don't want to wake up to a $5000 bank transfer to lpkane's account in Tijuana six months from now.

Damn, I thought this thread was gonna be about an old-timer TF2 player who had gotten married and is now regretting it. I was gonna come in here and tell him what an idiot he was, but now I'm just sad.
Splurge on the processor if all you care about is TF2! The graphics card demands from this game are small compared to the CPU demands. You don't need an i7 just to play tf2; an i5 k series is really great. If you want to stream you can consider an i7 maybe. You can save money on the graphics card, the motherboard, hard drives, and so on. An SSD will help with map loading times but not with in-game FPS to any significant extent. You can ditch that to save money too. An aftermarket cooler for the CPU helps a lot if you want to overclock and is cheap (~$20). Just get the coolermaster hyper 212 or whatever it's called now.
So you should probably put the ram back in. And put your computer back together. That'd be a good start. After you've done that, here is what I would do:
1) try to connect to the internet with a different computer/laptop using the same ethernet cable/router/modem combo
2) if that works, try installing a separate networking card and using that instead of your motherboard's network adapter, which I guess I'm assuming you are using because every motherboard since like 1999 has a networking card built in.
3) if that doesn't work, back up everything and reinstall windows.
3.1) if you don't want to reinstall windows, you can fiddle around with device and network settings and blah blah blah for 3 hours until you give up in frustration.
