At least on scout you don't have to play pugs at all to improve.
The best thing you can do to improve your DM is just grind mge out with 1 person regularly. Get some nigga you're boys with (but preferably not a teammate) that plays the opposite of whatever you do (so if you play soldier find a scout and vice versa), and just grind until you both get to 300 kills after scrims or something. The idea is you pick someone you know so that neither of you have an incentive to win, and only to improve your own aim and each other's aim.
I'm not going to endorse grinding DM because you'll either pick up bad habits or pull all your hair out seeing every other player's bad habits. If you do play it, use common sense on what good practice is. Don't press +back as scout. Don't projectile jump. Don't pick up health packs. If you need to be told not to use the gunboats it's already too late for you.
The fastest way to improve gamesense is just playing with smarter players. Things can be said about self review and critiquing yourself every time you die, especially on classes like scout or medic I guess. But at the end of the day better players react faster - the best way to gain that is simply to play on teams where players react to stimuli faster and obtaining it via first hand observation.
