RawrSpoonthe FOV slider is for vertical FOV. You still only see 90 degrees top to bottom, but the horizontal FOV is dependent on the vertical FOV.
Sorry for being on topic but I'm just gonna correct this. The FOV slider doesn't control vertical FOV, it controls the horizontal FOV at a 4:3 resolution. Vertical FOV is ~74° when the slider is at 90, but the horizontal FOV will be 90 only at 4:3, whereas it's ~106° at 16:9, ~100° at 16:10 and ~86° at 5:4. ~~~~~~

Mine came like that out of the box. They just have shit mousewheels I guess. Dunno if there's any fix, maybe 2013 DA is better.
