Well, from what I've just skimmed through the second laptop's 610m is completely pointless. The HD4000 available on the i5-3230M is actually going to outperform it in most cases. I would check that out for yourself (just searching for hd4000 vs 610m on google will give some results).
EDIT: also, having the 610m will increase power consumption and heat generation.
If you're willing to sacrifice the bigger screen, you could look into customising the Vaoi Fit 14E - you could get a 740m and 3337u with 6GB RAM for $700, then use educational discount if you can (not sure what it is in us, but it's 10% here).

Can you try removing all your config files to a backup folder, including the ones in tf/cfg and tf/custom/###/cfg. Then verify game cache (not sure if this is actually required). Check if that fixes the issue.
Things like this happened to me when I had done conflicting configs. Try cleaning them out. Otherwise, try a different mouse and if that works, RMA the original if you can.
Edit: woops, didn't see what you'd said about the config. Make sure you've checked both/all locations though
I literally can't hear any difference ingame. Maybe it's just not going through the Razer program, I dunno.
This happens to me as well: applications which were already connected such as AIM and Mumble keep working, but browsers can't load web pages. I'm on a BT HomeHub 2, and I remember reading a LOT about how these routers screw with gaming. Might be worth just getting yourself a new high-quality router, but I would do a bit more searching for solutions first.
Also, just checking my port forwarding settings quickly showed me that I had my source/hl2 set up pointing to an old computer, so that might have been causing it. Check that, see it it helps.
When I feel like playing some casual music, noteflight and imslp are the two main resources I use. 8notes also has a decent amount of free music of varying difficulty.
