crossfirei still think tftv should have a section of the site (not the official "news" section) to host community written articles and opinion pieces. tftv wouldn't pay these writers but give their content more exposure than just a regular thread string.
TFTV doesn't pay anyone, not sure why that's a distinction in your post

Highlander is welcome to be posted as a thread or event. Hell, all of our recently listed events have been HL casts.
We are the home of competitive TF2. However, our News facet is no longer going to be used for what it used to be used for. Highlander is one of the things dropped in the transition.
You are welcome to post threads about MvM speedrun strategies, or BBall tournaments, or whatever you well please connected to competitive TF2. The News section is just not the place to do it.
The article was posted by mistake, with the poster assuming that due to a previous allowance of an ozfortress tournament announcement as a news post, we had relaxed the new News posting guidelines. That's not the case.
TFTV has decided to move away from the types of content it's hosted in the past - for example, weekly articles like what was attempted to do with NA Invite last season are being phased out for more HLTV-esque beat articles covering roster transactions and big matches/LANs. You've already seen similar with recent articles such as "Ascent confirms Yomps", "Knoxxx leaves Epsilon", the slew of articles regarding Froyotech that one fateful night, and the ones during i55 weekend.
And, to breach "that" topic, yes, HL is not being covered going forward on this website. The arguments exist both ways, and both have merits. However, the vast majority of the active members of TFTV's backroom have, time and time again, come to the conclusion that it's how we want to see TFTV change. I won't rehash reasonings here as I personally never took a side, but that's the simple and straightforward unofficial response.

If I remember correctly, the 'earliest' thing something got added before it was usable was the Fall 2013(?) key or crate, which was put in but not findable/buyable until a month or so later.
However, that doesn't really indicate much as the Beta pass will likely be given to select groups of people in a testing phase before it is publicly purchasable.
