no, you don't necessarily need an amp or a soundcard to drive the AD700's. It does sound SIGNIFICANTLY BETTER with a dedicated soundcard though. You might be better off getting the 10$ Zalman clip-on mic, AD700's, and dedicated card like the asus xonar DG(30$) with an onboard amp. It'd be 5-10$ over your budget but IMO much more worthwhile.

Chances are, his onboard is absolutely terrible.
IIRC, the asus xonar DGX and DG both have onboard amps if you're looking for a soundcard.
