For gpus, the 670, 7970, 7950 are all fine for their respective prices.
Does he need the i7? If he won't be doing anything that requires an i7, you're better off getting a 3570k and spending that 100$ upgrading other parts.
The cooler you can probably downgrade to an 212EVO if he isn't going for an extremely high OC. 212EVO is much cheaper and is still a very good cooler.
You can probably use your current soundcard if you already have one. Make sure your mobo has enough PCI/PCIE slots.
IIRC theres no visible difference between 1866 and 1600mhz ram other than in benchmarks. You can always oc from 1600 anyways to save $$ assuming you buy a decent kit.
In terms of hard drives, WD Blues should be fine. If you want to shell out a bit more cash I guess the WD Blacks are a bit faster (Not by much, literally minimal). I have a 1tb black and its noisy during write.
