The simple fact is that the people who wanted to know about that exploit in particular, or any similar exploits, have known about them for years. There are groups of people dedicated to finding out ways to give themselves unfair advantages in videos games, by any means necessary.
It has been proven time and time again that the best way to force valve to handle these sort of situations is to make it as public as possible so they have no way to ignore it.
Banning people who are willing to bring these issues to light will just protect the people who actually abuse these exploits.

There is no change in sensitivity between res, it just feels faster because its displaying less.
Any positive or negative changes you feel are mostly due to placebo and preferance. Unless you are on older hardware and get a massive difference in fps due the lower resolution.
