Question is: if the sniper had at most 1 kill, and a playtime of 30 seconds, and then switched off -- would there still be an issue? If the duration of the time played as sniper exceeds a main class and not near enough damage/frags as the main class, the player is goofing around/not a good sniper. If there is a short amount of time played and higher amount of kills, the player saw an opportunity and made some good plays. I don't think one can be banned from having good plays, or doing what their class is meant to do. The former I think holds the most probable cause for a slap on the wrist, especially if the team didn't even want that player on sniper. (Note, usually the bans end up happening when the player is intentionally trying to rustle a dozen or more jimmies at once.) I don't see the point of even banning a player either way. What message does that send to newcomers? If they don't abide by our rules under supervision of our autocratic admins who value the letter of the law versus the spirit then they'll be guaranteed to have a bad time. That's the way I think a newcomer would interpret this type of old, immature shenanigans. Seriously, how many threads do we have about this now? Clearly it has been sniper-no-sniping when somebody wants to take a risk and shoot heads, and that's not attractive when I'm an inspired newbie who just saw powah's videos.

How long have you had the issues? Because tbh, I don't think your situation has a happy ending with any config you load TF2 with. 2gb of RAM, a 9400 GT? Your processor needs to be a beast to make up for those components being just slightly above the (probably outdated) minimum requirements TF2's store page identifies. Network settings won't help you, if your intranet isn't good, then you should expect sub-par performance. Your graphics processing power is laughably low, although I don't think you need to be told that. I just don't think your computer is powerful enough to handle the ongoing operations HL2 engine needs to compute to run the game with any customized settings to remove clutter. At least, not without some sort of hiccup every now and then. Hiccups happen to everybody though, but it seems to be mostly related to RAM. I have experienced those issues and have since replaced my motherboard and RAM, I don't really get any random freezes anymore. So really, the only thing you can do is probably just upgrade your computer.
Are you using the same USB port? Maybe the port is faulty.
