Hopefully satellite internet shit like this http://www.freedompop.com/ becomes more available and reliable. I never tried playing tf2 with one of these little dongles but you can get 500MB of free data per month or pay a few bucks to have additional bandwidth in the event of internet troubles. I hear ping on LTE devices is usually like 70-80 ms? That's at least more playable than 200 ping...
It's funny you mention freedompop. I have 2 phones on freedompop and a WiFi thethering device. My nexus 5 also has tethering. It really depends on your area, but for me I get about 30 ping more than with my homes cable connection. The ping is steady about 90% of the time, but sometimes i could have some massive random 400 ping spikes (im usually only a couple bars of service).
Freedompop had a promotion recently where I upgraded my 2 phones to 2.5GB of 4G LTE data 100% free every month. But its on the sprint network, and again I don't get the best coverage in my area, but I've used it many times for when my Charter internet goes out which is about once every month or two.
I think for events like this though if you have a friend or family member that can loan you their phone with 4G LTE (good reception) and tethering it might be a good backup option.
Oh and just for the record TF2 uses about 100MB of data per hour, so thats plenty to use every now and then. I've played probably 10-20 hours over the last couple years of TF2 through my phone when the internet was down lol
