You're wrong because it's only downsides are 10% slower before you do ~20 damage each life and 2 less shots

The 10% speed is negligible for a lot of maps, and you could just run the stock to mid if you absolutely needed it.

The two shots hurts, but if you have good aim you can make up for it, or you could argue that since you're so much better at staying alive, the extra time gained would allow you to reload and make up for those two shots

It's not a straight upgrade, but scouts using it are much harder to hit, and it makes a good scout even more in control of the fight than they already are. Compared to someone not using it, they can control every engagement on the map, whereas a stock scout can only pick fights against the combo+roamer. Being able to run away from scouts that can beat you is pretty strong.

They should change the charge so that instead of increasing distance, it decreases arm time. You'd have to tinker with it, but it'd make the thing usable at point blank without removing the rapid fire trap setting.

You could run it to Gully mid if you wanted maybe. Its still borderline useless though.
