didn't see that this happens when others view your demos. what are your cl_cmdrate and cl_updaterate
your phone probably just has a better antenna, and has the advantage of being designed to be used almost exclusively wirelessly. if your cell phone doesn't get cell reception it doesn't work at all, while if your laptop doesn't get wifi reception it's inconvenient but you can just move closer to your router. so phones have better antennas/design considerations towards reception than laptops.
i used to have the same problem, until i did a couple of things. first was to make a stupid looking aluminum dish for the antenna on my router. it looks dumb but actually works quite well. one caveat is that this might degrade reception for other people in the same house if you are pointing it directly at you. another thing you could try is to get a cheap usb wifi adaptor and connect it to a long USB cable and place it somewhere closer to the router where it can get a better signal.
are there more/less other people using the wifi at certain times? i find that the more people using a given network makes it really unreliable, especially far from the router

so there are separate states for hero pick/ban, pregame, and strategy time. no idea :s
edit: i talked to a dota person and he thinks the states are this:
DOTA_GAMERULES_STATE_HERO_SELECTION - hero pick/ban
DOTA_GAMERULES_STATE_STRATEGY_TIME - the time when each player picks their hero from the ones his team has picked. after all 10 players pick a hero they are all spawned in the server
DOTA_GAMERULES_STATE_PRE_GAME - the time between that and the first creep wave spawn
still not sure how exactly this would apply to tf2, but i would think a pick/ban period would have its own state based on how it's handled in dota. who knows though.

afaik that port on the xl2420z is only audio out, so you could only use it with headphones and not a mic. i doubt 770 supports audio in anyways
if you really want audio you can drop down to 120hz and HDMI should work, but why would you want to use that audio port? just use the one on your mobo to plug in your headphones or whatever
