pugchamp is a bad idea unless you're experienced, mixchamp is dead
when you can try to sub/merc for a team to get an idea of more serious play, make some friends, join dmixes, play a season when you can with people your skill level

my bad, i misunderstood this bit and thought you had degraded performance even with OBS off
nah use instant, you also need spec_freeze_time 0 to disable freezecams which slow down respawns
streaming can be fixed by using gpu encoding instead of x264 (with the downside being a slight loss in quality) (upgrade to obs studio for AMD hardware encoding if needed).
so when not streaming you still get fps dips? in theory an i7 can perform worse than an i5 for single-threaded tasks but that shouldnt be an issue and it should load-balance across the hardware CPUs (i THINK). cpu usage is kinda expected since windows thinks you now have double the CPUs (even though they're virtual CPUs), and it's still a very rough estimate
a few things you could check is to make sure you overclocked your i7 (plz don't just leave it at the same OC settings as your i5 even if they're on the same architecture), and to check temps (maybe your heatsink isn't seated right)
