the game shouldn't walk you through those boring settings the first time you play the game. the game should default to usable settings for most people and let you be on a reasonably fair playing field with the other people in the server.
if you're a player new to fps games/source games you aren't gonna give a fuck about raw input and sensitivity and hud quickswitch and that stuff. that's for tweaking when you've got the basics of the game down and want to improve. if you're new you wanna get in a server (on the same continent ideally plz) and have some fun, maybe after playing the tutorial.
tyler got put into an eu server on 2fort with awful settings (he complained about the pipe lag from ping/interp IMMEDIATELY but didn't seem to realise he was on an eu server), spent a bit trying to grapple with the sound levels and sens in the awful options menu from 2004 while his buddy complained about mouse accel.
